Used. This item comes in non-original packaging.  It has scuffs, scratches, and dents/dings from normal use.  The motor has a chip and a crack in the fan cover as seen in the image.
Notes:
When power was applied, this item ran, though the motor was very loud.  The cutting head and blades ran smoothly.  The motor could have an issue with its bearings but we are not sure.  On the fan cover, the North-East corner of the grease fitting has a crack and the South-East corner has a chip/piece broken off, both seen in the image.  We connected the electrical box up and the disconnect and ON/OFF buttons controlled the motor.  It will be the responsibility of the buyer to wire the box for his/her application.  This shredder was not tested under a load.  No further testing was performed. No manuals, cords/cables, or additional items are included if not listed or shown.
